Resident-Centric Fire Safety with TEAM Safety Services

Fire Safety Project of the Year 2025 COMMENDED

TEAM Safety Services is proud to have received a Commended Award in the prestigious Institute of Fire Safety Managers (IFSM) Awards 2025, under the category Fire Safety Project of the Year.

This Residential Personal Emergency Evacuation Plan (RPEEP) project focuses on putting people, not just policies, at the centre of fire safety.

TEAM Safety Services is proud to have received the Public Sector Initiative of the Year Award in the national British Training Awards 2026!

This award recognises our resident-focused Flat Fire Safety Guide, designed to improve awareness, understanding and accessibility around fire safety for residents and housing providers alike.

Residential Fire Risk Assessments

TEAM Safety Services are experts in delivering Fire Risk Assessments (FRAs) across all four recognised types — Type 1, 2, 3, and 4 — covering everything from communal areas to individual flats and the building’s structural elements.

Our highly qualified Fire Assessors, all with extensive frontline experience in the Fire Service, bring a deep, real-world understanding of fire risks, emergency response, and evacuation planning. This expertise ensures our FRAs are not only fully compliant but also practical, thorough, and tailored to the unique needs of each building.

Proactively safeguard your residents with TEAM Safety Services while ensuring your organisation remains aligned with best practices, even ahead of changes to RPEEPs requirements and legislation  (taking effect on 6th April 2026).

Comprehensive RPEEPs in 4 Simple Steps

  • Identifying individuals who need a RPEEP – We use our first-step Resident Assessment Form — a simple multiple-choice online questionnaire — to identify residents who may require a RPEEP. The form helps uncover any mobility limitations, visual or hearing impairments, cognitive conditions, or other specific needs that could impact their ability to evacuate safely and independently in an emergency. This first-step helps save time, resources, and money while keeping you ahead of RPEEP legislation.
  • The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 places strong emphasis on resident engagement. Alongside completing this first-step assessment form, residents will also receive access to our Flat Fire Safety Guide. See below for more information.
  • Assessing the risks – Once residents are identified as needing support through the Resident Assessment Form, TEAM Safety Services will provide a clear, tailored quote before arranging an in-person RPEEP Assessment with them.
  • With accreditation from leading industry bodies, we are trusted by housing providers nationwide. Our expertise, professionalism, and proven track record make us the best choice for delivering RPEEPs that meet compliance requirements, protect residents, and give housing providers complete peace of mind.

  • RPEEP Assessor Form - Our fire safety experts have developed a detailed Residential Personal Emergency Evacuation Plan (RPEEP) to support residents who may need assistance in an emergency. Our RPEEP Assessor Form has been carefully designed to cover factors that could affect safe evacuation, including:
    • Communication abilities – how the residents best receive and understand information.

    • Physical mobility – walking aids, wheelchair use, or other mobility considerations.

    • Sensory abilities – hearing, vision, or other sensory factors.

    • Health, medication and behaviour – any conditions, treatments, or behaviours that may impact evacuation.

    • Flat fire risks – hazards specific to the resident’s home.

    • Support and assistance – family, carers, or neighbours who provide help.

    • Alarms and evacuation – how the resident is alerted and what action is expected.

    • Evacuation statement – our Assessors will then create clear, concise instructions defining what the resident is expected to do in the event of a fire or emergency, created in agreement with the resident.

    • Building Policy information - their building's stay put or evacuate fire strategy.

    • Recommended methods of evacuation – such as the use of evacuation chairs or assisted routes.

    • Alarm and alert arrangements – how the resident will be notified of danger.

    • Assistance required – type and level of support needed.

    • Assembly point or safe location – where the resident should go for a place of safety.

    • Summary and recommendations – clear outcomes and actions for safety.

    • Advice on what to do next – including the next steps and how to help reduce the risk of fire in their homes.
  • The RPEEP is developed in collaboration with the resident, using the assessment questions as a foundation and discussing each area in detail. Together, they agree on a personalised evacuation plan that is practical, comfortable, and tailored to the resident’s needs. This ensures that every resident has a plan that works for them, aligns with the building’s evacuation strategy, and gives reassurance that they will be supported in an emergency.
  • After the RPEEP is completed – Once the in-person RPEEP Assessment is carried out, a copy of the completed plan and our recommendations are shared with the housing provider, the resident and, where appropriate, the local fire and rescue service. This ensures that all responsible persons are aware of the resident’s needs and the agreed evacuation procedures, helping to coordinate support and respond effectively in an emergency.
  • By having the RPEEP formally recorded and communicated, residents, housing providers, and emergency services are better prepared for fire events or other emergencies.
  • We also advise residents to keep their housing provider informed of any changes in their health, mobility, or circumstances, as an updated RPEEP may be required to reflect new needs and maintain safety.

The Resident Flat Fire Safety Guide is a genuinely, outstanding piece of work that will raise the standard of the support that TEAM already offers to residents.
It has been designed with accessibility at its core, and that really shows. The clear graphics, straightforward language and built in audio narration makes the information easy to understand for people who may struggle with traditional written guidance, including those with visual impairments, learning needs or lower literacy levels.
What stands out most is how practical and person-centred the guide is. It doesn’t just explain fire safety in a simple way, it actively supports residents to make safer choices in their lives, day in, day out. The inclusion of links to wider wellbeing support, such as smoking cessation services, adds real value and helps people take positive steps to reduce their own fire risk themselves.
This guide offers a level of service that is both accessible and empowering. It gives residents the tools they need to understand their own fire risks, take action confidently and feel supported throughout. It is a resource that will make a meaningful difference to the safety and wellbeing of the people we live with, the communities and those we work with.
