Fire safety is a fundamental concern for all buildings. However, for individuals with mobility challenges, sensory impairments, or other specific needs, a one-size-fits-all evacuation plan is simply not enough. This is where Personal Emergency Evacuation Plans (PEEPs) become essential. In this Blog, we will explain why PEEPs are an imperative safety step and the potential upcoming legal requirements for residential buildings.
What Are PEEPs?
A Personal Emergency Evacuation Plan (PEEP) is a customised strategy designed to ensure that individuals who may require assistance during an emergency can evacuate a building safely. These plans consider an individual's specific needs, the building layout, and the available resources to facilitate an evacuation. PEEPs are critical in multi-occupied residential buildings, workplaces, and public spaces where standard fire evacuation procedures may not adequately serve everyone. PEEPs are essential because they prioritise the safety of all individuals, especially those who may not be able to evacuate independently. Without a well-thought-out evacuation plan, vulnerable residents and workers could face serious risks in the event of a fire or emergency.
Implementing PEEPs ensures that:
How Are PEEPs Carried Out?
Creating a PEEP requires a thorough assessment of an individual’s needs and their environment. The process usually includes:
Potential Upcoming Legal Requirements for PEEPs in the UK
Legislation regarding fire safety is evolving, and a recent government consultation discussed making Residential PEEPs a requirement in high-rise residential buildings in the UK. This change would aim to improve the safety of individuals in multi-occupied buildings by making it mandatory for landlords and housing providers to establish and implement personal evacuation plans for residents who need them.
The discussion follows increased scrutiny of fire safety regulations after tragic events, such as the Grenfell Tower fire, underscoring the need for more individual-focused safety measures. This is in response to the recommendations shared within the Emergency Evacuation Information Sharing Plus consultation.

At TEAM Safety Services, we are already working with housing associations like Peabody to ensure they stay ahead of the curve in implementing PEEPs. Our PEEP services seamlessly integrate with our comprehensive Fire Risk Assessments and Flat Fire Safety Checks. Considering the potential legal changes, these checks will be person-centred, ensuring that individual resident needs are accounted for and compliance with PEEP legislation is maintained.
Join TEAM Safety Services at the Kent Housing Group Conference 2025
To further advocate for safer homes and effective fire risk management, Ellis Arnett, our Director of Fire Safety at TEAM Safety Services, has been invited to be a Guest Speaker at the Kent Housing Group Conference 2025. The event, in collaboration with Birketts, will take place on Thursday 19th June, at the Clive Emson Conference Centre, Kent Showground, Maidstone.
This must-attend event for housing industry professionals will launch the updated Kent and Medway Housing Strategy for 2025-30, which addresses key issues such as housing delivery, improving living conditions, and fostering sustainable communities. BBC TV presenter Mark Easton will chair the event, and attendees will include developers, housing associations, policymakers, contractors, and industry specialists, all working together to drive progress.
At TEAM Safety Services, we carry out hundreds of Fire Risk Assessments each year, and we continuously question whether the standard Type 1 Fire Risk Assessments are adequate for multi-occupied buildings. As fire safety risks extend beyond shared spaces and into individual homes, we advocate for Type 3 Fire Risk Assessments as the minimum standard. Unlike Type 1 assessments, Type 3 evaluations consider the internal fire risks of individual dwellings, which often pose the most significant danger to residents.
As a guest speaker, Ellis will challenge conventional approaches to fire risk management and explore practical strategies for bridging the gap between policy and people. Fire Risk Assessments need to consider the risks people pose, and this requires meaningful engagement with residents, proactive risk reduction, Personal Emergency Evacuation Plans, and a shift towards more comprehensive assessments that fully capture the realities of fire risk beyond the front door.
We will also have a stall at the conference, so if you’re attending, be sure to stop by! Our team will be available to discuss our PEEP services, fire risk assessments, and housing safety solutions.
Tickets are available now—don’t miss this crucial opportunity to engage with industry leaders and help shape the future of housing safety.
